February 23, 2026 — In a major win for Pakistani mobile users, the Pakistan Telecommunication Authority (PTA) has issued strict new directives to all telecom operators, banning the activation of any paid packages or value-added services (VAS) without the subscriber’s clear and explicit consent. The move comes in direct response to a flood of consumer complaints about surprise balance deductions.
Key Highlights of the New Directive
From now on, operators such as Jazz, Zong, Telenor, and Ufone must obtain prior approval from users before activating any service that could result in charges being deducted from their balance. This effectively ends the era of automatic or hidden activations that quietly drain prepaid credit.
The PTA emphasized that these rules are designed to protect consumers from unwanted deductions and ensure greater transparency in how mobile services are offered and billed.

Introduction of Mobile Tariff Regulations 2025
Alongside the consent requirement, the PTA has officially notified the Mobile Tariff Regulations, 2025. Under these new regulations:
- Operators classified as having Significant Market Power (SMP) must now seek prior approval from the PTA before introducing new tariffs or making changes to existing ones.
- This step aims to promote fair competition, prevent arbitrary price hikes, and give consumers greater predictability in mobile costs.
The regulator stated that these measures are part of its broader commitment to safeguarding consumer rights and raising the overall quality of telecom services across Pakistan.
What Should Users Do?
The PTA is urging all mobile subscribers to take proactive steps:
- Regularly check your active subscriptions and packages through your operator’s official mobile app (Jazz World, My Zong, My Telenor, Ufone App, etc.).
- Disable or unsubscribe from any unwanted or unused services immediately to avoid future charges.
If you ever notice unauthorized deductions or suspect foul play, report it right away:
- Call the PTA’s toll-free helpline: 0800-55050
- File a complaint through the PTA’s official Complaint Management System available on their website.
Looking Ahead: Spectrum Auction in March 2026
The PTA also shared positive news for the future of connectivity in Pakistan. A major spectrum auction is scheduled for March 2026, which is expected to significantly improve network coverage, data speeds, and overall service quality nationwide. This upcoming auction is seen as a key step toward strengthening Pakistan’s digital infrastructure.
A Step in the Right Direction
These new rules mark a welcome shift toward greater consumer empowerment in Pakistan’s telecom sector. For years, many users have felt frustrated by unexpected charges — now the onus is firmly on operators to prove consent before touching a single rupee.
